Rear wheel becoming fixed

Was testing some of the many wheelsets I have lying around. One I tried has a bizarre problem where it remains fixed when peddling is stopped.

Any ideas on what needs to be looked at around the hub?

    Either seized pawls inside the feehub/freewheel or something wrapped between the largest sprocket and the flange is where I would be contemplating.

    Freehub mech is narked - remove it and dunk it in some oil
    Make mine an Italian, with Campagnolo on the side..
