Brixton Hill - Diesel/Soap/?

About half way through my commute in, I go down Brixton Hill. It was pouring down this morning and there was a "white'ish liquid" all over the road. I thought it might be a water reaction with old diesel or maybe some sort of cleaner used to remove diesel. I was a bit wary of riding on it and through it. Anyone else notice it, anyone got any idea what it is/was?
