Lockring Rubbing

Hi Guys,
Hope someone can help me as I'm a noob to bike maintenance.
I'm having problems on my 04' Specialized Enduro Expert with the lock-ring rubbing against the frame. Whenever the skewer is fully tightened up the resistance created means the wheel can hardly be turned by hand. Is there any way to re-centre the wheel to create enough of a gap between the lock-ring and the frame?
Any help would be greatly appreciated,

Is the lockring tight? Easiest solution would be too put a 100dia x 2mm thick washer on the axle between cone and locknut and recalibrate the calliper on the other side.I've added a signature to prove it is still possible.0

sounds like the hub need looking at. a lose bearing cone lockring would have a similar effect.
and if it has been lose for a while some of the balls may have dropped out."Do not follow where the path may lead, Go instead where there is no path, and Leave a Trail."
