Setting the tension in the headset / steerer

When setting the tension in the steerer ie. the screw into the star nut, is it possible to overtighten it to actually make the steering feel stiff.

Basically I've fitted new forks, tightened everything up and now the steering is stiff.

    crown race. Part of the headset that needs to be fitted to the fork. and needed to be removed from your old fork.

    sent my old forks back for repair under warranty. guess what? forgot to take the corwn race off before i sent it. :evil:

    new race as to be correct for the headset fitted or new headset.
