Chain Suck Problem

Whats up everyone,
I have a 2000 Gary Fisher Sugar 3 that I have rebuilt to almost new condition. This includes a new front derailleur, new rear cassette, small and middle gears replaced, new chain, new tires, new cables, upgraded pedals to Time ATAC and a 2005 rockshox sid carbon fiber is on the way from a friend. I have been working with a mechanic to get all this installed and tuned up since I am not one myself.
Anyway, I was riding the Charlotte Whitewater Center yesterday and started to notice a good bit of chain suck (chain getting pulled into the frame) when down shifting from my middle to small front gears. It was extremely dusty out there so I was wondering if this could have anything to do with it. I looked at my chain, and to my untrained eyes, it seemed a little loose. Any ideas on how to fix this? Would a lizard skin help or is this caused mostly by a loose chain? As always, thanks for the input.

A really really stupid question - you have sized the chain correctly and you have replaced the front sprockets with sprockets of the same size?
Also I assume you are running a 8 speed chain on 8 speed gear or 9/9 respectively and that they haven't sent you the wrong one by mistake?0 -
Its a new problem, so I am assuming that they have the right parts on there 9/9. I rode Sunday and it never happened, rode yesterday and it just showed up. It only does it when I down shift from my middle to my small front gear. It wasn't horrible, but it did happen about 3 to 4 times.0

A change of lube might help. Try one with wax if you aren't already.0
