It was the Specialized Shiv that was outlawed - so that's Saxo Bank and Astana.
RadioShack ride Trek.
The issue the UCI had was indeed the nosecone - it was a structure between the top of the fork crown and the stem - effectively increasing the width:length of the headtube above the allowed 3:1 - Specialized argued it was "structural" - UCI decided it was superfluous - and they had to ride without it.
