7 speed free wheel

I have an old steel framed bike with a 7 speed threaded free wheel 14 to 28 gears I have searched high and low for something like a 11 to 28 anyone got any ideas? I'd even settle for a 12 to 28.

That's fine but it means replacing the rear wheel and hub0

You are unlikely to find a freewheel with a top cog smaller than 13 teeth due to the way they are constructed. There seems to be 13/24 or 14/28 offered.
