Front mech moves, but chain doesn't!

On my ride yesterday it was a struggle to engage the large chain ring. Cable seemed a bit slack, so I tightened it today. That resulted in being able to shift from middle to large chainring, but not down to the smallest. I've tinkered with cable tension, the barrel & the high/low limit screws, but no improvement. Everything looks ok, and seems to move ok - including rear derailer - so what am I doing wrong? Have consulted my books, parktool, bicycle tutor etc but no joy.
Chain is quite new thanks to recent service at LBS. Not used the bike much since then due to illness,but the few rides I've done were fine. Set up is entry level - Alivio shifters, Acera front mech, suntour cranks and chainset, if that helps. They've all been fine for about 2 years.
Am well hacked off, have been dicking about in the garage for hours when I should've been out riding! Thanks in advance for any ideas.

    just sounds like it needs to be set up correctly.

    sounded like it needed tension and you added too much.

    Thanks NIcklouse. But reducing the tension didn't help, I couldn't even recreate the original problem! I've now frayed the cable and run out of patience, so I'll take it to LBS and see if they'll let me watch them set it up. Thanks again.
