Measuring horizontal top tube length

Am I measuring this right?
Tape measure from the centre of the seat tube to the centre of the head tube where the top tube meets it and ensure the tape is horizontal. The reason I ask is I have a Specialised Allez 2008 which according to the Specialised site has a horizontal top tube length of 582mm but I measure it as 562mm. Its the 58 size frame.
I’ve only recently moved to a road bike after many years on an MTB and am finding neck and shoulders a little sore on long rides so have been thinking it might be bike fit, although according to my measurements it should be a good fit. Or could it just be a matter of a adapting to the new riding position.

Sounds right, although of course iif the TT is sloping you will necessarily be measuring from the centre of the seat post rather than the seat tube. Doesn't matter as long as you are measuring from a point on a line running up from the middle of the BB at an angle equal to the seat tube angle.
On some frames with weird aero-shaped integrated seat posts it can be quite difficult to find the right place to measure from.0
