my wife's got a ladies 2007 Marin Bolina Ridge the brakes are abolutely crap no matter which pads i try etc. Therefore they really do need to be changed and and as the frame is set up for disc brakes considering changing, but probably stick with a budget brand only does a few miles on bike along cycle trails with the family and/or second brakes any suggestions?

Why not go on ebay or check the classifieds for a second hand set of hydraulic discs.

I've just managed to pick myself up a full set of avids juicy 3's including discs, pads etc for a fair price and i knwo there is stuff in the classifieds right now.

If you want a budget type i believe shimano do some cheap hydraulic discs, possibly under the LX title, im unsure of price though.

Furthermore there is plenty of V brakes out there but i expect they'd be just as poor.

    Cables are outdated now ;)

You could be looking at paying anything from £20 for the cheapest oldest set, upto £200 for the best set second hand i dare say.

I would reccomend shimano deore or avid juicy 3's as a mid range but very good, strong, reliable set of brakes. they'll likely set you back about £50-60 if you can hold out on ebay/the classifieds but expect to pay upto £80 for a good set second hand.

Like i say there are alternatives (such as shimano LX hydraulic disc brakes) but i cant say ive used them favouring the XT stuff.
