Howitzer BB problem

I've got a problem with my Howitzer BB - it's the crankstop/seal that I can't get to seat properly. I can push it onto the cup (so it sits on the bearing) and it sits snugly, but then when the spindle/axle is pushed through it just pops out again.

Or If I install the spindle/axle first, it's hard to get the crankstop/seal back on because of the raised part (on the axle splines).

Any help? :P

Thanks :)

hold it on as you push the axle through

and as you push the axle through the hole, try to keep it as straight as you can

Tried that  It's near to impossible to do it by hand, because of the tapered bit. You'd need a socket or something similar to knock it over.
