weight limit for carrying children on a front tube seat?

Hello
I carry my 4 year old on a leco seat which fits to the top tube between me and the handle bars, I weigh 9.5 stone and she weight 3.5 stone, she's quite tall and big to carry on a bike, but not riding indipendantly enough yet to toe her on her own bike.
I feel safe with her up front,(much better than I would with a trailer as we cycle through town often) but it has been suggested to me that she exceeds the legal limit for what you are allowed to carry on a bike. I can't find this law anywhere? does anyone know of it?

9.5 stone - you're hardly fat love! I would say youre well within the legal limit....0
