Steerer tube/headset querie.....

Bit of a weird one here.
I have RS Lyrik forks that are 1 1/8th in steerer.
Just bought an FSA Pig DH pro (sealed catridge bearing) headset, and thought Id drop the lower cup/bearing onto the Lyriks (prior to them being installed into the frame) to see if the 'Orbit X' crown race that's on there would be sutable with the lower cup assembly.
However, the cup/bearing wont just drop onto the race, in fact it sits about 3mm away from the race and wont even descend to the the race.
The races, although different are the same height.
It's like when you get new forks, and put the race on, the tapered bottom means you have to use a setter tool to force it down.
Strange as the GT Sanction that the forks came off had a 1 1/8th headtube. Defo NOT a tapered steerer...
What the frack is happening here, I am stumped?

Yes, very odd nicklouse. The difference between 1.5" and 1 1/8th steerers in a fair bit.
I meausure the steerer and it is indeed 1 1/8th.
So is the headset (obviously it isnt't a 1.5" otherwise it would swallow the steerer)
Only bearing number I can see is: 6906RS

why it stops i have no idea unless there is some thing in it.

Yes, I saw the differences in the races.. not to worry. Im getting the LBS to remove the old race (im assuming they have a race removal tool, I dont want to ruin the crown finish) and pressing the cups in as I cant find my headset press (god knows where it is)......
The bearings are smooth, no spurs or imperfections and are brand new, so again, god knows whats wrong here, Ill leave it to the LBS to sort out.0
