A vote for rack & (pannier) bag on the rear.
A bag on the bars can be heavy if overfilled (likely if it's your only bag) and will affect the steering and handling of the bike far more than the same weight on a pannier rack.
    Cycling weakly

Rack with a rack top bag if you're travelling very light would be better than a pannier IMO. Definitely not a bar bag. You won't really notice several kg in a rack bag, but you would definitely notice that weight in a bar bag. I had about 6-7kg on a rack bag for a fast tour last year and had no issues at all.
    More problems but still living....

A saddle bag / saddle pack with or without support would be much better than a beam rack and bag IMHO

See here, here, and here for Carradice options.
