New rims=tyre fit problem

Hey,
Got a new pair of on-one track rims from planet x for my langster today. Problem I have is that I can't get the tyre's bead to hook the rim in the vicinity of the valve...the rest of the tyre fits on fine.
The cause of this (I think) is that the semi rigid disc inside the tube at the base of the valve takes up most of the width of the rim, and so doesn't let the tyre bead in to hook the rim
I've measured the inside width of the rim with a vernier caliper and compared to my old rim it's only about 0.8 mm narrower (I'm running 700x23 spesh mono flak jackets with continental tubes).
Anyone any tips as to how to get the bead in?? Or know of any tubes that will have a smaller valve base??

Push the valve up into the tube. This may require three hands or a couple of very flexible fingers...0
