scratched rims

hi there i have some white halo rims which are quite scratched....anyone have any ideas on how to remove the scratches im getting the rims powder coated white as they are quite dull and tatty lol..
also i have a hop in my rim ( rim jumps up and down ) i took this to a couple of bike shops and they said it has a flat part on the rim...they said they could not do anything with it...are they just being lazy or is this true?

    sounds like they are dead.

    but you could take it for a third option.

    the hop is not too bad but it just bugs me lol recently paid to get them respoked so hope i can sort them...any more ideas?

    If the rim has a flat spot there is nothing that can be done, it's dead.
