Why's my hand gone red??

I don't know if anyone else has had this, but for some reason the back of my right hand looks like it has been burnt by steam (or maybe wind). It doesn't hurt or itch at all. I've only been cycling for a week- a daily commute of 15 miles each way. There was a pretty good headwind coming home last night so maybe it is windburn, but it's only on one hand. Wierd....

Windburn is sunburn caused by not noticing your hand is burning due to the cooling effect of the wind.0

Is that illegal? Not that I'm into that sort of thing you understand, just don't want to be caught in some sort of "sting" operation by the rozzers0 -
