Looks to me they're installing islands in the middle of the road. Lucky us. This will only mean traffic edged up towards the curb and cyclist.
I also noticed that they may be installing a cycle lane westbound. This used to be a bus lane (which I preferred - nice and wide) which disappeared when the road was resurfaced.
