Does anyone use those two bosses under the downtube? What're they for?

extra bottle holder, and no I don't. Can't begin to imagine how much crap would get on any bottle down there.

Might be useful for one of them battery packs used on the HUGE front light sets though....

That's what my brother in law does on his Tricross.

I don't use them either. I suppose you could fit a mini pump there and have 2 bottle cages for long rides?

Mine are gathering the crap from the front wheel. I could use them to mount the mini pump but not happy putting a new pump in direct line of the crap from the roads of Brizzle. The Mini Morph doesn't fit to the sides of the bottle cage like my last pump :(
I've added a signature to prove it is still possible.

Mini pump may suffer from the dirt etc but a [Pedro's Trixie type] tool might be useful (esp on the singlecross). You'd have to be confident you have it firmly bolted on though as, I''ve heard, the consequences of it swinging out into your rotating crank arm are not desirable.(yes a 2nd bolt will go at the top of the long open slot)

There are also storage containers you can fit in a bottle cage:
