What sort of price am I looking at for a good rack and panniers, pref cheapest price for something that is of decent quality.

And possibly one that can fit my CAAD9 with none of the attachments for a normal rack.

For a CAAD9, it will be quite expensive as only a few rack manufacturers make racks suitable. Two of them are Tubus (you get an adapter to fit the rack on the skewer separately), and www.oldmanmountain.com. To fit on the stays, you can use p-clips (quite cheap), or an M:Part seatpost collar with eyelets attached (some Tubus racks attach to the brake boss if you are using canti's). You are looking at £70-£100.

For panniers, there are cheap ones out there but its much better to avoid. Altura or Vaude are probably best value of the quality panniers. Nearly everyone ends up using Ortlieb or Carradice in the end, the quality is worth it.
  • Not sure about the rack but I managed to pick up a pair of Karrimor panniers from ebay for £25. One was unused! Karrimor supplied me FOC a new fitting kit as the old one was a bit worn. Worth checking the dreaded auctions if you're not in a rush.
