How often should you bleed brakes?

Becasuse, one of my friends, bought an avid juicy three, and it is a pile of crap, he had it bled at a shop for 12 pounds, it was great, but then after a bit it returned to what it was before the bleed, you have to pull it to the handlebar to stop, I'm wondering if this is to do with it needing a bleed or piston ajustment or whatever,

so please tell me how often to bleed
and what might be wrong with his shitty brake

Also, should I reuse the oil that comes out when I bleed my slx brakes?
