Help with tyre sizing needed!

My housemate has a roadbike with 27 x 1. 1/4 tyres however he needs a new one and we are struggling to make sense of the sizing things. I read an article by sheldon brown and that didn't really help.
The confusion is that most places are advertising as 700 c or 700 x 25 etc.
In this measurement system what measurements should he be looking for.

You nee a 630-32 for an exact replacement. I would explain the logic behind the sizing , but there isn't any. Try sheldon brown for an explanation.
