    Yes, the employer pays up front.

    The employer saves 12.1% of the value in NI contributions (so £121 on £1000 bike), they make the final purchase fee (typically 5% so £50, and some keep the VAT rather than pass the saving to the employee (which they should do), so another £175, so they can make a good return on the deal, plus employees have a feel good factor about them!
