An idea of you budget would help, but for pedals you'll get a lot of recommendations for the Shimano R540 - Chain Reaction Cycles have them for £24.99

Look to spend wisely on a reasonable pair of shoes, £40 plus. eBay is usually stocked full of them, but again have a look at Chain Reaction or J E James, Wiggle etc. Plenty of bargains out there.
REMEMBER that road shoes will usually have no relation to your usual shoe size and you will have to go a size or two above what you'd normally wear. Might be best to get them from your LBS and get a good fit. [/url]Limited Edition Boardman Team Carbon No. 448

If you live near one, head to decathlon. They do an own brand range of shoes and sell shimano and look pedals.
Their stuff seems to be good value.0 -
Shimano R540 pedals and Shimano R076 SPD SL Shoes where my budget introduction to going Clipless came in around the 70 quid mark.0

Wellgo clipless pedals from Wiggle 20 sovs ,you can't go wrong.
On my 2nd pair, 1st pair did me proud for 13-14 years.
But spend a bit more on the footwear, you wont regret it.Finished0 -
Having owned a fair few pairs of shoes (some mentioned above) I can also recommend Gaerne shoes. They are very comfy and my last pair cost me £40 from CRC and were more comfy than what my current S-Works ones are.
As for pedals, the Shimano ones mentioned above are fine.
Look pedals can be bought cheap, Look Keo Easy are simple to use and lightweight too. £29.95 from Merlin Cycles if I remember correctly.Planet X RT-57 custom build0
