Bike Frame Size advice needed urgently please

I am looking to buy a new frame and need to know the below: -
If I stand over my bike with my bum touching the nose of the saddle, and measure from the bottom of my hanging baskets to the frame I have about a 1" space - am I measuring the "stand over" distance in the right place or should it be from my ars* to the top tube?
I am 5ft 7" but have a small frame bike and a 1 inch gap between the bottom of my hanging baskets and the frame diresctly below.
although everywhere you read suggests that for my height I should have a medium bike frame, I believe that would just be too big for me.
Please can you let me know if I am measuring the correct part of me from the bike?

if not all bikes are the same, how will I know what size I am if I am just purchasinf a frame?
Thinking of getting a Steel On-One frame.

You look at the geometry and compare to what you know. if you don't understand the figures, then you need to test one as built up.0

On One have a very useful sizing guide and examples of what others ride on their website.
At 5ft 7 you are going to be on a 14 or 16,but base your decision on reach not standover.2006 Giant XTC
