Tour of turkey 2010 and 2009

So I was watching this years tour and wondered if anyone was paying attention to what happened in the last stage of the tour 2009.
I was in Houston Texas on holiday and what I saw on you tube was like nothing else

It blew my mind. I was not in the country or on forums like this so I was wondering what the repercussions of this guys actions were. Also why the hell would he do it? It sounds funny but there is a lot of naughty underground crime and general nastyness that nobody mentions in the pro world. Could he have been 'lent on' to do this or is my imagination got excited.
