Hello,
I would be looking for a short sleeve top that is fairly thick, windproof front, and with a zip that runs all the way down the front.
I have loads of winter stuff, but oddly the temperature seems to risen above 3°C this week!

Not sure what you have in mind. I am probably one of the commuters with the bare minimum gear to wear yet manage to get round all year so hard for me to see the point of what you are after.
Having said that, I was browsing through the Ground Effect catalogue online and found the Thermos: a sleeveless top with WIndFoil protection and merino back.

Sadly no zip at the front, but I am sure any good tailoring service will be able to cut the front and fit a full length zip for you for very little money.0
