Have you fitted all the spacers (3)?

No spacers required on road HT2 BB. The end cap only needs to be torqued finger tight before locking the crank bolts. The crank should push on easily to take up all the clearance. Something must be jamming it. Is the lock plate in the right position. I assume you are using a Shimano crankset. There could be problems with some others.

When installing the BB it is a gap between the BB and the face on the frame that is the problem, nothing to do with the crankset, one person has already said I should have spacers. Both sides of the BB screwed in easily by hand before I torqued them up so nothing seems to be wrong with the threads

It should screw right in by hand and then just need nipping up. Take it back out and check that the frame threads are long enough and there are no obstructions in the BB shell. If need be get the threads chased at a LBS. Something is stopping it going in and it can only be one of these.

    Maybe the frame needs "facing"?

may be the size of the bb shell on the frame is too narrow

Unscrew the drive side a few turns and then see if the other (problem) side will now screw in, this will show you if there is enough thread for it to go all the way in, if not, then what John T said ^^^^^^

If it`s an even gap then the "facing" of the frame is nothing to do with it. I would be most dis-chuffed if my frame had a 2mm gap at the BB due to "facing" 0.2mm possibly, but even Specialized couldn`t make something that far out !!
