    I hate it when the police enforce petty regulations such as this.

    Did they check to see if you were the owner of the bike?
    Did they check the details of your bike to see if any matching it's description was recently stolen?

    I bet somebody somewhere in London at the time you were stopped called 999 due to being mugged or some other crime but were let down due to not enough officers being available because resources were being wasted enforcing petty regulations.

    Waiting to stop cyclists on paths isn't policing, it's revenue collecting, unless of course, they are checking for stolen bikes.
