RockShox Dart shock - should it do this?

Hi, I have a Spec Rockhopper 09 which I have hardly used . I have come to use it and I have the shoc set to lockout. Riding on flat road so I presume it should be on lockout. I noticed that the front still drops on bumps or more noticeable when front breaking although there is friction of some kind as the feel is different to when lockout NOT applied. Should it do this or be totally locked out?
The rear break lever was also down to the handlebar, I pressed it a number of times and it now feel correct. Is this normal?

All normal. The fork maintains a small amount of travel for traction, and will activate on bigger hits. Though if it has been upside down, it can diminish. Unlock, and cycle through the travel 20 times to pump the oil back through the damper.
The brake is normal too, the pistons just setting.0 -
