A52 path-bikepath resurfaced

On my journey in to work there is a path/bikepath(route 15) being resurfaced (between Bingham-Aslockton if anybody knows it).
To me there was nothing wrong with the surface to warrant the work being done - no potholes, subsidence...
Anybody know which organisation is responsible for funding of this type of work?
I would love to know why its being done.

    normally at this time of year local council's franticly try to spend the last of this year's budget before they lose it with the new financial year in April. Hence all the roadworks. Try the highways dept at your local council they should be able to tell you why this one is on their list.
