Always an odd question, this one.
1. She's a girl, she likes boys (presumably)
2. She's going to have a boyfriend/husband sooner or later, so:
why shouldn't it be somone your mate already knows and (presumably) trusts.

the thing to remember here is that this girls brother is your best mate, a man who will have helped you to cover up any transgressions you may have committed while in a relationship, he may not like the idea of you and his sister so i'd say definitely out of bounds.
on the other hand if you've always been a good boy then it's a different matter all together.
