'Play' in headset

A friend noticed last night that there is a small amount of 'play' in my headset. This morning I tried to tighten this up but all I ended up doing was pulling the bolt down through the top cap :x and ruining it!
Should I just buy a stronger headset cap and keep trying to tighten this it or is the 'play' a sign of other parts being worn and in need of replacing?

Have a read of park tools for the correct procedure to adjust a threadless headset.0 -
Should have done that in the first place instead of just thinking 'I'll just tighten this up' - I should know by now that things are rarely that straight forward!
