LEJOG/Tourer/Race/Commuter- £600?!

A mate has decided he wants to take up cycling and is organising a supported LEJOG trip in July. (Yes, yes I know - he doesn't believe in training, preperation etc)
Anyway, he wants a LEJOG bike which is also suitable for light touring with panniers but which isn't a tourer as such. It should be sporty enough that he doesn't get dropped when out for shorter blasts and sturdy enough for commuting. (I like to refer to this as the "moon-ona-stick" bike...)
However, as well as not believing in preperation he also doesn't really believe in spending money so wanted the above for about £300. I've since persueded him that £600 is more realistic but he won't go much higher, even on finance. (No c2w at our workplace)
So, suggestions please people - other than beat some sense into him!
