Water bottle cage fittings.

One of these has started turning in the frame, fortunately I managed to get the bolt out, however it means I can't use it and have to have the bottle on the seat tube instead.

I did find this link on how to fix it, but don't want to take my hubs off:

Any ideas if this can easily be fixed? I asked in at one of the big chains today and they didn't sound positive (to be honest I think I probably asked the wrong person).
