Front brakes making contact with wheel ALWAYS

I TREK 7.5FX which has Avid SD-3 brakes. I recently came off of the thing and the brakes would constantly make contact with the wheel. I took the bike in for a repair and service and when I cam out the brakes were perfect.
However, to get it in the car I had to remove the front wheel, when I put it on again the brakes were once again making contact with the wheel.
The problem seems to be that once the brakes are applied and released the brake arm isn't returning to it's original position (this is just my opinion and I don't really know what I'm talking about)
Is anybody familiar with this problem? Or know what to do?

Ensure the brake pivots are greased, and the cables are clean and smooth.
Vs are easy to adjust - you should see little screws on the brake arms which adjust the tension. You can use this to equalize the arms. The tension often changes over time.0 -
