    On my black session the chest strap is sewn in, and I can't remember if the waist strap is, but it has both. And no it is not water proof, quite resisant but a long ride in a down pour will let water in, if anything needs to be kept very dry then a waterproof stuff sac does the job. It is not very big though, more like a hydro pack with a litttle bit of storage than a rucksack with a hydro pack.
