Nove Colli - medical certificate required?

Anyone entered for the Nove Colli Gran Fondo in May? Just seen that registrations have closed, but also that ALL foreign participants now need to submit a medical certificate unlesss they are licensed as racing cyclists. My reading of it is that even to participate as a tourist you need to submit a certificate - and then you can only do the short course?
I did this two years ago and did the long course without any medical evidence. Have the rules changed or did I just strike lucky last time? ~Any advice welcomed, especially from those who can speak Italian, as the English translation on the web site at http://www.novecolli.it/ may not be wholly accurate.
