Because at the time of the quote, the three attributes of cycling kit were strong, light,cheap. You could not have all three, just two out of the three at best.

A friend was told at his Careers interview at school that everyone wants to be well paid, to work for a good firm and to work with people you get on with and that you could pick any two but you wont get all three.
I have had jobs without any of the above
