    I don't think it specifically refers to people in the workplace.

    Generally would refer to anyone with whom having a conversation is a bit of a chore as they're maybe a bit unresponsive.

    Sadly, it didn't. Oh well back to my biscuits and tea, and the boring life im leading that is having to do lots of really boring forms and research.

    Its a shame really. It would have cheered me up significantly.
