Downtube scarring

Have noticed that on the underside of the downtube on my carbon bike there is a rough, black substance, little bit sparkly at bits too. I'm guessing its tar that was thrown onto there from hot days last summer.

Can't get it to shift with elbow grease. The old man had suggested paraffin, but he has never used it on carbon.

Anybody know if there is a safe method of shifting it?

    I wouldn't...

    Plenty of other products available from motor craft shops.
    Maybe try a motorbike shop.

    Ah, brainstorm... When I used to have motor bikes, I used 'Pledge' (any polish will do), to clean tar deposits off the forks & fairing etc.
    The propelent cuts the tar deposit, the polish leaves it nice and shiney!
    Just spray, wait a minute, then wipe off, repeat if necessary.
    Start with a budget, finish with a mortgage!

    you can buy citrus degreaser for bikes. i would say its ok to carbon. parrafin may be ok but its not worth taking the chance .
