Rival RD not upshifting

My Rival RD refuses to drop the chain onto the smallest cog even when cable is fully slack, wound right out. High gear stop is set ok
I can push it across the extra mil or so with my fingers, and it then stays on the smallest cog, but when I upshift with the shifter the chain just sits on the second smallest cog grinning at me. So the overall range of movement is ok, the spring just doesn't pull the cage across the full travel.
Rival RD and shifters, Shimano 105 10sp cassette and KMC chain. No crash damage,
It all worked fine for the first few hundred miles.
Any one else had this? I'd rather not take the RD off for a WD40 bath but starting to think this might be the only option.

I doubt the spring has gone 'soft' in such a short time, so suspect it's just down to the pivots and spring being gunked-up and the only real solution is to give it a good clean, particularly within the parallelogramMake mine an Italian, with Campagnolo on the side..0

Dirty outer casing at rear was stopping cable fully slackening. Sorted thanks.
