Lampre can't get its pro tour licence in order so the UCI cooks up new rules to accommodate them

The rules state "a licence may be issued to an applicant fulfilling all the conditions set out in the regulations" and go on to say that a licence will be suspended or even withdrawn if a team fails to meet the requirements. But this time when Lampre can't meet the rules, it gets given a licence.

This is good for the Lampre riders in the short term but longer-term it just makes the UCI look daft and devalues a pro tour licence: why bother to spend so much money for one of these licences when teams that don't meet the standard can still get onboard? Potential sponsors will see the UCI make up new rules, the very thing the Pro Tour was meant to avoid.
