new brakes old frame

Hi

new to site so have some stupid questions.
I have an old reynolds 531 frame mostly rebuilt but trying to fit new shimano dual pivot
brakes but bolt hole in frame is not large enough for shimmed nut to go through
do i have to drill the hole or is there another solution?
