Foot angle on the pedal

Hello,
Now that I can't cycle for the time being (atleast until I get to see the dr) (see previous thread entitled Knee Pain) I've been reading up on correct bike setup, seat height, saddle position etc. I think I've pretty much got the bike setup as it should be (which makes the knee pain all the more curious). However, one thing I have noticed is when I'm riding my feet are pointing slightly down, that is the toes are pointing towards the ground. This has got me wondering whether this could be part of my problem. If it helps I'm 6 foot 3 inches tall.
When pedalling, should your toes point upward or downward or parallel to the ground? What is the correct technique?
Cheers
Justin
