Is the stopping power of brakes only determined by the pads and the brakes themselves? Or does the brake lever come into play?

I might be getting some Ultegra breaks to replace my Tektra so would there be a noticeable difference if im still using sora brake levers?

    You will find the Ultegra callipers have much less flex and better bearings with less play than your Tektro ones. This helps improve the feel and braking performance.
    Pads can also make a difference, many recommend Koolstop pads but i find the standard Ultegra ones work well enough for me.
    Not sure about levers as the amount of cable pulled should be the same, but possibly the better quality ones are again less flexy giving better feel.
    I say go for the Ultegra callipers and see how that feels :D
