Waterproof bib tights (if they exist) would be horrible IMO.
Water repellant is okay though.
I use DHM Merstons in the winter and though they're not even water repellant I have never suffered with cold legs.
I'd recommend a good pair of thermal roubaix bib tights. You'll struggle to find anything decent for < £50 though.More problems but still living....0 -
The Lusso Max Repel ones are very good and around £45. They seem to absorb a litle water and then no more - I don't seem to get cold with them and I think they are classed as water repellent. Perhaps they work like a wet suit.0

Another fan of the DHB Merstons here. Been using for a few weeks now and they are very good for the money. Even when it's been wet they keep you warm.0 -
I have 'cheap' non-water resistant bibs but wash them occasionally with something like Nikwax TX Direct or Softshell Proof which seems to add a bit of water resistance. If you take the quiz on the Nikwax website they send you a free sample of one of their products, you might just get lucky
