Cassete not turning propely

i have cleanded regreased and replaced the bearings on my back wheel just yesterday. but te cassete isn't turining proplely and seems to turn really hard so that if you stop pedlling the chain slackens on the top and tenses on the top pulling the rear mech up and it unable you to start to pedal propely. what do i need to do to make the cassete turn smoothly again?

ok, i have loosend it but it still does it but no as much. but it is too loose to ride on. damn :evil:0
