HELP !!!! 700x28 or 14-622 or 28-622????

Just bought a pair of Schwalbe Marathon+ tyres and have spent a very unenjoyable 7 hours of my life trying to get one of them on.
Have a Specialized Sirrus Sport which had 700x28 tyres on.
Have tried to put 700x28 Schwalbe Marathon + on.
Will not go on - can get all the way round on one side and then can't get the bead on the other side to stay. Have tried string, washing up liquid but does not work.
Only thing I can think of is that that whilst both rim and tyre states 700x28, the rim also says 622-14, the tyre says 622-28.
Will that make a difference????

14-622 marking on the rim is the width of the rim, probably the internal measurement. I was running 32s on my 19mm Alex rims but the tyres were a lot easier to get on & off.I've added a signature to prove it is still possible.0

Marathon Plus are notoriously hard to fit.
A lot of the problem seems to be that they keep jumping out of the well of the rim as soon as you let go. Starting opposite the valve, pinch the two beads together, push them down into the bottom of the rim, and wrap some string or something round to keep them there. Work round towards the valve repeating, so that the whole of the bead on the other side is right down in the base of the rim when you get there.
I don't actually use M+ myself, but a tyre's a tyre.
622-14 is the rim diameter and internal width, and should be OK with tyres from 700x20 up to 700x32.0 -
