You can often get a load more for longer steererd forks. £20 is £20!0 -
I had to cut an old SR Suntour fork so wasn't to bothered about the finish
I used an old weightlifting bar collar and clamped that onto the steerer (steel) for a straight cut. Then I used an angle grinder. 5 seconds later it was cut and I filed down all the swarf.

Decent hacksaw.
Measure as you said (headtube length plus stack height of headset plus stem plus spacers minus 3-5mm), and always keep a spacer or two spare for errors!0 -
As above - use a hacksaw.
Tora steerers are tough though. Couldn't believe the difference cutting a Reba to size.0
